Report On The Development Of Plastic Optical Fiber Industry In China

Recently, the China plastic optical fiber industry development report 2019 (hereinafter referred to as the "report") compiled by the strategic research center of China plastic optical fiber industry alliance was officially released. The report includes five parts: overview of plastic optical fiber, analysis of industrial chain, industrial competition pattern, development status and development suggestions. It makes a systematic and comprehensive analysis and carding of the current plastic optical fiber industry.

 

Plastic optical fiber has the advantages of high bandwidth, light and soft weight, simple connection, easy construction and meeting eye safety standards. It can directly and conveniently realize fiber to desktop (FTTD). It is the best short-distance transmission medium for building a complete all-optical communication network. Plastic optical fiber communication system is not only an important means to fully implement the "optical in copper out" strategy, but also an important choice to realize the "broadband China" strategy. Meanwhile, in the process of large-scale Internet plus, the application space of plastic optical fiber has been greatly expanded. Plastic optical fiber will be widely used in many fields, such as industrial control, electric power industry, petroleum industry, automobile manufacturing, ship, high-speed rail, aircraft and so on. In addition, it will also be used in some military fields.

 

The report points out that in the application of scenes in China, the demand of indoor generic cabling, power meter reading, interior decoration, waterscape lighting, inflammable and explosive special occasions, the use of sunlight and plastic optical fiber sensing are constantly emerging, and plastic optical fiber has also been widely used in industry, agriculture and national defense construction. In addition, the formulation and improvement of plastic optical fiber standards promote the plastic optical fiber industry to gradually become the mainstream industry direction of optical communication, and build a world of interconnection of all things.

 

In terms of the global environment, the overall development of the plastic optical fiber industry is still in a stable state. Both the optical fiber, device and chip markets are basically stable, the market pattern has not changed, and the industrial scale has slightly improved. Plastic optical fiber is also gradually improving in communication applications.

 

In the special market, the application scale expands rapidly. In recent years, the global market demand for plastic optical fiber is rising. Europe, the United States, Japan and other developed regions, as well as South Korea, Brazil and other places are the main consumer areas of plastic optical fiber, and the plastic optical fiber market is relatively mature. China is also an important consumer market of plastic optical fiber in the world, but many markets have low penetration.

 

At the same time, the report emphasizes that although the market share of domestic enterprises has begun to emerge in the global market in recent years, and the technical level has also been continuously improved, compared with the international advanced technology, the product performance in some application fields is still not high, and breaking the technical bottleneck is facing challenges. Plastic optical fiber and related core technologies are basically monopolized by Mitsubishi, Toray, Asahi and other companies in Japan. There is still a big gap in the transformation of high-end application products from technology to production. After years of development, the market scale of plastic optical fiber industry is still limited. With the promotion of technology, products, market and standards, the plastic optical fiber industry has ushered in a good period of vigorous development. It needs the enterprises in the industry to be self reliant, and the whole industry chain to work together for common development.

  

In this regard, the report puts forward eight key development suggestions for China's plastic optical fiber industry.

 

One is to establish technical standards alliance. Technical standards alliance plays an important role in realizing standardization strategy among enterprises, reducing standardization risk and cost, and coordinating the contradiction between technical standards and intellectual property rights.

 

The second is to strengthen the cooperation between domestic enterprises and international advanced plastic optical fiber manufacturers, national R & D institutions and engineering laboratories. Give full play to the role of the R & D platform of national R & D institutions and engineering laboratories, unite the enterprises in the plastic optical fiber communication industry chain through the National Engineering Laboratory, divide the responsibilities, break through the relevant technical bottlenecks, solve the technical difficulties together, develop together, and promote the mutual benefit and common development between the enterprises in the industry chain and the supply chain.

 

Third, we should work together to deal with international trade barriers. At present, China's plastic optical fiber products are still in the primary stage of "going out". With the increasing export volume of China's plastic optical fiber products, there will be more and more international trade barriers in the future. Domestic enterprises should have corresponding countermeasures and adequate ideological preparation. Domestic optical fiber enterprises should unite and cooperate, and actively protect their legitimate rights and interests under the organization of industry associations.

 

Fourth, in terms of policy, we should further strengthen the overall planning, coordination and support of governments at all levels for the development of China's plastic optical fiber new material industry chain.

  

Fifthly, the problem of capital has always been the biggest bottleneck of industrial development, which needs the strong support of national and local industrial funds. The plastic optical fiber industry is now operated by private or mixed enterprises, which are discriminated against in terms of financing and capital introduction. Most of the resources of financial institutions and government investment institutions are used in state-owned enterprises, so that the private and mixed enterprises can not enjoy the same treatment, and the innovation and development is difficult due to the capital bottleneck. Therefore, it is necessary to coordinate the governments at all levels to increase the support for the new optical fiber material industry.

 

Sixth, in building China's plastic optical fiber industry chain, we need to increase efforts and measures to promote plastic optical fiber products and technology system, and coordinate and promote cooperation with relevant industries or enterprises. We will tackle key core technologies, formulate relevant local and enterprise standards, carry out demonstration promotion and industrialization for new energy intelligent vehicles, intelligent industrial machines, intelligent assembly buildings, etc., so as to drive and promote the specific implementation of China's intelligent leading innovation driven development, and enhance the transformation and upgrading of relevant industrial clusters.

  

At the same time, we should promote governments at all levels to formulate preferential policies for foreign development, and actively and effectively introduce international leading technologies and upstream and downstream industries related to the whole industry chain of plastic optical fiber to gather in China. At the same time, in terms of capital, we should actively introduce resources such as the national integrated circuit industry investment and development fund, so as to promote the formation of China's plastic optical fiber industry's 100 billion industrial scale, realize the strategic goal of "high quality supply side intelligence", and make important contributions to China's economic development.

 

The eighth is to further increase the training and introduction of professionals in all aspects of the plastic optical fiber industry. We should actively cooperate with the scientific research institutions of colleges and universities to establish talent training and transportation bases, so as to achieve the balance of industrial human resources supply.
